A private lake being inside a caravan or holiday park does not remove the rod-licence requirement where the licence rules apply. You may also need the park or fishery permit.

The key distinction is freshwater versus sea fishing. In England, people aged 13 or over normally need the appropriate Environment Agency rod fishing licence to fish for freshwater fish, salmon, trout, smelt or eels with a rod and line. Permission from the fishery owner is separate.
